Wisconsin Property Assessment Manual

The updated Wisconsin Property Assessors Manual is now available online:

“The Wisconsin Property Assessors Manual (WPAM) serves as the guide for uniform property assessment throughout the State. WI Stat. 70.32 requires that assessors utilize WPAM when valuing real property. The
manual aids assessors in the interpretation of statutes related to classifying and valuing property, describes the property assessment cycle and deadlines, and defines the responsibilities of public servants charged with carrying out property valuation. The manual is developed and maintained by the Department of Revenue, Bureau of Assessment Practices per WI Stats. 73.03(2a) and is updated on an annual basis.”

Madison Public library has the  3 volume print edition of this publication.  The most recent updates are:  Vol. 1: 2005, Vol. 2: 1984, and Vol. 3: 1982.

Shovel Ready

With the passage of the new American Recovery and Reinvestment Act,  the state of Wisconsin expectes to receive  several million dollars in stimulus funds from the federal government to upgrade various projects. The state has created a web site - Stimulus Watch - listing ”shovel ready” projects submitted by the mayors of the state in the 2008 U.S. Conference of Mayors report.  The site is searchable by keyword, state/city, and program type. You may vote on a given project and indicate if you think it is critical or not.

Abraham Lincoln Bicentennial

February 12, 2009 marks the 200th anniversary of Abraham Lincoln’s birth. A number of organizations are presenting programs to celebrate the events.
Among the major resources for information on Lincoln are the Abraham Lincoln Association,  the Library of Congress’s Lincoln Bicentennial 1809-2009 and the Illinois Lincoln Bicentennial Commission.

The Smithsonian Institution will present a special program, Lincoln in Washington, tracing the Lincoln presidency , April 29 - May 3, 2009. In addition, the Library of Congress will present the National Abraham Lincoln Bicentennial Exhibition of rare treasures, opening to the public on April 12, 2009.

For the list of books on Lincoln, Booklist magazine (a major reviewing source for new books) has compiled a core list of significant titles- Happy Birthday, Mr. Lincoln.

Digital TV Conversion

The date for converting from analog to digital tv was orginally scheduled for February 17, 2009. Congress recently passed new
legislation that moves the date forward to June 12, 2009. However, some television stations have decided to maintain the original February 17th date and converts their broadcasting equipment to digital on that date. In Madison, stations WISC-TV channel 3,   WMTV- TV  channel 15,  WKOW-TV channel 27 and  WMSN Fox channel 47, will convert to digtal on February 17th.  WHA-TV channel 21,  will maintain its analog broadcasting signal pending additional information.

Energy/Fuel Assistance

For those seeking assistance to pay their energy bills, two places can help. The Wisconsin Energy Assistance Bureau at P.O. Box 7868, Madison, WI 53707, 1-866-HEATWIS (432-8947), coordinates the federally light bulbfunded Low Income Home Energy Assistance Program and the Public Benefits Energy Assistance Progam.  These services are provides through county social service agencies, tribal governments, and provate non-profits organizations.

Madison Metro is launching a test program that provides real time information on bus arrivals and departure. Use it to find current arrival and depature times via routes, directions, and stops. Finding Government Information Just Got Easier

As a depository library, we receive publications in print and electronic formats. Recently, federal agencies have begun to distribute most of their publications in electronic format on the web. In order to provide our public access to these resources, the MPL Gov INFO blog has been developed. Searchable by keyword tags, use this resource to find recent publications from federal agencies.

Madison Public Library is a “selective” federal depository library for the 2nd Congressional District of Wisconsin, being so designated in 1965. It maintains a core collection of publications as outlined in the Suggested Core Collections for Small to Medium Public Libraries, listed in the Federal Depository Library Manual, January 2008. All titles from the Basic Collection and most of the titles in the “Essential Titles for Public Use in Paper Format” are selected.

Time of Day (831-4141)

As many of you have discovered, the telephone listings in the Madison telephone directory for Time of Day and Weather information are no longer accurate. If you dial the number, you get a recording indicating that the service isn’t available.

Try 831-4141, a new number from TDS that gives the current time and the weather on the westside of Madison.
